Cache-Control: no-cache or Cache-Control: no-private, as requested

Most browsers will download the file normally.
Internet Explorer 8 (and possibly lower versions) will:
- When delivered with Cache-Control: private, download without difficulty.
- When delivered over HTTP, download without difficulty.
However - when delivered over HTTPS, with Cache-Control: no-cache:
- Refuse to open or save the bitmap file.
- Open, but refuse to save, the JPEG file.
